After Twilight took power she sent Scootaloo to live in Seaquestria permanently as an official Equestria ambassador. Scootaloo took the lead in helping seaponies find their purpose, and became the fastest swimmer of all time, even founding The Waterbolts, who became the toast of the sea for their amazing routines. She looked up during a show and saw a rainbow mane in the crowd. She shouted with tearful joy, “Look, Rainbow Dash! I’m the best of the best, just like you!”

If she ever does fly, I hope it will be with assistance of some kind. Makes for a better story when she has to work hard for dreams rather than it just being handed to her.

It’s not flying, though. She certainly can’t go circles around Rainbow Dash doing that.
If the concept of late bloomers is real and there exists other examples of fillies her age not being able to fly until later in life, her worries and fears shouldn’t nearly that great.

Hovering is also defined (and more commonly thought of) as:
to hang fluttering or suspended in the air
i.e. no movement. If hovering isn’t the right word, then what I mean is still along the lines of that description. She can hold herself in the air, but only for a brief moment, and she can’t move around while doing so.
Suspension probably did have an effect, but that shouldn’t lead all the way to full-on depression (she completely ditches her favorite hobby), especially if “late blooming” is actually a thing.

Probably because the suspension before revelation is always so hard to get through. The longer one waits, the more insecure one feels about herself, especially when she’s waiting for something she’d die for.

The show has never explored or even hinted at the notion of late bloomers in regards to pegasi flying. I mean, if that was actually a known phenomenon, why would Diamond Tiara’s words in “Flight to the finish” affect Scootaloo so badly?
True, but it would be more meaningful if her hard work extended to more than just a couple of days in one episode.
She has worked hard, remember that training session in ftf?

At any rate, Fluttershy has more of an ability to fly than Scootaloo.

She can though. As long as she isn’t frozen in fear and Rainbow isn’t going mach speed, of course.
As poor of a flyer as she was, Fluttershy could still fly. The best Scootaloo can do is lift herself up a few feet from the ground for a few seconds.

Fluttershy can’t do that either, but that doesn’t mean she can’t fly.
In fact, fluttershy was a poor flyer when growing up. She might be a less extreme example of Scootaloo.

As for depression, the effect of being physically exhausted and all the other fears in here head going off like that would trigger depression.
