It’s based off of an old saying – “when all you have is a hammer, the whole world looks like a nail”. It means that when you have a method of doing things you like and/or have found to be reliable, everything looks like it can and should be solved by using that method, regardless of whether it actually should.
 
In this case, Twilight is the princess of friendship – it’s pretty much in her job description that she solves her problems through talking, empathy and diplomacy, and she’s never been in a situation where this failed her. As a result, she’s come to expect that every problem can and should be solved through friendship, even when this may not actually be a viable option.

“And for Twilight, when you’re the princess of friendship, well, everything looks like a nail to a hammer.” What?

Wait! With what Celestia said I must ask have they even tried diplomacy?

Now that I think of it again I worded it wrong. He would get in, strike down the foe and complete the mission while leaving the political matters for the others. He would be a sledgehammer (overt and sent when only force is the solution or the last one remaining.

Now this is a situation where having someone like a reformed Sombra would be quite useful. One who will swiftly and brutally crush all opposition with no qualms or second thoughts and will enforce order.

This is an important lesson for Twilight. A ruler must know when to exercise force.

Alicorns have any number of high-level immobilization/disabling spells that could take care of this problem if they went there themselves.
