That’s the whole point :P
Because she is a potions expert. Season 10 establishes that non-unicorns compensate for their lack of magic by mastering potions. So, Meadowbrook is a “mage” and Zecora is a “witch” because of their mastery of potions.

And then there is Meadowbrook, who is an Earthie, but is referred to as a “mage” even though she is clearly a witch doctor of some description.
The thing is, most unicorns seem to only use telekinesis. Any female unicorn who can do more than just that would be a witch. Case in point: Sunburst, who is called a “wizard” because he can do more with his magic than just telekinesis.

If the cameraman zoomed out a bit you’d see that she’s actually a robowitch.
I suppose what the ponies call a witch ain’t anything like what we call witches/wizards.
In most fantasy works that have that division, “witchcraft” is any magic that isn’t officially recognised by the powers that be.
Whether that be nasty shit like necromancy, or just folksy magic usage that sometimes works but is based on folk knowledge that might be very wrong (think of folk medicine vs. actual scientific medicine), or heck, even magic that is outside the norm simply because it is practiced by the lower classes or foreigners and the powers that be don’t like it.
