Who cares. That doesn’t mean that Capper’s a villain in the movie. Capper have regrets his true intentions in that scene.
Don’t worry. Capper just let her and the rest of the ponies be free. And I think she tried to replace the Mane Six to sell Tempest instead until it got backfired.
I can’t believe Capper made such a mistake about his true attentions. So after he let the Mane Six go free from Tempest Shadow and Grubber, Capper possibly tries to distract Tempest by selling her instead. But this got backfired when Tempest captured Capper and Capper tricked Tempest that the Mane Six head east to seek help from a ruler of Black Skull Island rather than south to seek help from Queen Novo.
Never, to speak of this, again.
