Because children always live at home. No child in the history of ever, has lived apart from their parent(s). No child has ever lived with other family or attended school in another city.

I already implied that they were not living together because we didn’t See Symphonia in the house Tavi and Vinyl were living in. But for the sake of argument, just because our first sighting of Symphonia is in Canterlot doesn’t mean she lives in Canterlot, she could have traveled there like Octavia did.
 
Also I believe our first sighting of Octavia back in season 1 was in Canterlot but as it turns out she lives in ponyville. So as you said in your first comment, there isn’t enough detail about Symphonia to know.
 
Im just saying its cute, its also cute for her to have a little sister. But odds are, these two characters have zero relation with each other and its just coincidence. like Fiddlesticks and Octavia

If she’s in Canterlot, then they’d most likely be sisters and she is living with their parents. Would be odd for Octavia to have a daughter that isn’t even living with her, and not even in the same town/city.

Octavia’s daughter? ehh? eeh! I mean its kinda hard to gauge the age of these characters. Im just going to pretend its her daughter even if no one else like that idea ^.

Since she was just in the background, it wasn’t specified, and I don’t think she exists in any other canon, so there’s no way of knowing.  
Personally, I like to think she’s a younger sister.

So how related is she to octavia? younger sister, or cousin?
