I think it’s down to wether the context of the picture is deliberately intended to be romantic (or sexual, as the case may be) in nature.
 
So (for example) a picture with Shining Armor, Cadance and Flurry Heart together wouldn’t, by itself, count as Shining Cadence shipping. A picture showing Shining Armor and Cadance’s wedding day, or the two of them cuddling or on a date, or something like that – that, I would argue, would count as shipping.
