That’s because they will most definitely eat your dadgum fingers off otherwise. A horse has as much muscle and leverage in its jaw as a human has in their ass, driving a set of nippers that can literally destroy an entire fencepost in a couple of hours, but their lips and muzzle are very soft and nimble. They’ll NOM NOM NOM a treat off the flat of your hand and gnaw on it once they’ve got it.
