Well, it’s a stupid meme, and the Celestia hatedom, is an issue in the fandom. (It’s also hard to tell when people are serious or joking with the Celestia hate). Spitfire and the Wonderbolts were worse for years (outright immoral at times), yet only recently they started to be at least closelly as hated as Celestia, and still their hatedom is much smaller, even though it would have much bigger, seeing how much more justification it has.

To be clear, when Luna is to abducted, Celestia on instict jumps to save her:  

 
So it’s shown she allways cared very much Luna, even if she didn’t show properly before this.
 
Celestia also latter admits, and blames herself for being a bad sister towards Luna, and after she and Starswirl save Luna, Celestia (again) admits to have not been a good sister, apolognizes for it to Luna, and promises to be better sister.  
In the comic it’s also told if Celestia wasn’t so determined to save Luna, she would become Nightmare Moon much earlier, and a less expirienced Celestia and Starswirl, wouldn’t be able to stop her.
 
And really, this is a much younger Celestia - she is a teen. She has right to make mistakes - it makes her more *human” (pony). And really, Celestia became from a bitchy teen, a empathetic sister. It’s more impresive to improve so, rather to had been allways good/perfect.  
Celestia herself, after Luna became Nightmare Moon, blamed herself for behaving as in this page, and considered herself responcible because of that for Luna’s transformation, as shown here, in the very same comic:

Curiously, is also shows Celestia really parallels Sunset, or rather viceversa, seeing this happened earlier…
