40k commissars are a parody of the stories of the Soviet WW2 ones (or at least the stories about them), but I agree it’s ridiculous to tag stuff 40k is ripping off from since we’d have a million tags in every 40k picture for no good reason.

I don’t see anything related to Soviet Union in this image, OP.
Warhammer 40k commissars =/= Soviet commissars and aren’t in any way related to communism/socialism aside from being inspired by IRL political officers/commissars.
