This is true. Unless you are implying a nightmare tribal set backing this, there is just so little support for this sort of card.
 
Forecast 3UB - Create a 1/1 blue and black Nightmare token creature.
When Tantibus enters the battlefield, put a +1/+1 counter on it for each other Nightmare you control

You forgot to define X. Also, you can just give it amplify.
 
Amplify also triggers if it enters the battlefield without being cast, such as flicker or graveyard return. That would make sense for this though, since nightmares tend to exile things until they leave the battlefield. If it’s gonna be a Nightmare tribal card it might as well synergise with the traditional effect on Nightmares. It probably should’ve even been “Put a +1/+1 counter on Tantibus for each other Nightmare you control or reveal from your hand”.

To be more specific, Tantibus leaves your hand at the start of the casting process, being placed on top of the stack. “As you cast ~“ effects are resolved at the end of casting, after all other choices are made and costs are paid. So any Nightmare cards you discard or exile to pay for Tantibus can’t be revealed either.

I wonder if it shouldn’t be “Whenever ~ or another Nightmare creature you control deals damage…”, but the way you have it now is a bit more exciting, especially in multiplayer games.
