I think it’s also because of Suri’s motivation and methods. She wants to make herself successful, and is happy to lie, steal and cheat to achieve it.
 
In comparison, Tirek spent quite some time recovering his strength before he made his move, Chrysalis spent a lot of time laying the groundwork for both her attempts at a takeover, and while Sombra was a mindless beast when he appeared in the present, the traps he left behind from his time in power show he was clever and planned ahead.
 
Suri’s just a petty slimeball is all.

Darth Vader is intimidating and cool, Doctor Doom is insanely determined, Cobra Commander bombastic and over the top, Chrysalis a combination of all three…
 
Suri’s that asshole colleague who steals your idea and takes the credit for herself. The sort of petty, pointless evil that most people really dislike.

Yeah, those are hand to come by. Much easier to find people who claim to be friends, but pointedly refuse to stand by you in times of hardship.
