A lot of russian slang comes from, basically, puns. Someone will find a word that sound simmilar to the word that you actually want to use in a sentece and it sounds kinda funny, so it gets popular. The difference from puns here is that russians then will take that pun-word and use it in all possible contexts making it super confusing for anyone trying to translate it.
 
For example, “торт” (“cake”) comes from a phrase “уже не тот” which means “not as it used to be”. People at some point started saying “торт” instead of “тот”, so it changed the phrase to “уже не торт”, which literally translates as “not a cake anymore”, but when people say it they mean “not as it used to be” as in the original phrase (and it actually sounds funny in russian). But then we have this little piece (the picture above) where “торт” is used in a different context entirely and even I don’t know exactly what it supposed to mean.

That’s the problem I have with russian slang. You take a word and now it means something completely different in slang. It’s nothing like English slang where it’s usually just compounded and shortened words, with a few odd ones here and there. Suddenly you get ‘cake’ meaning ‘good quality’. I understand that we have stuff like, “That’s the bees knees,” or some other shit, but c’mon, when does ‘cake’ not mean ‘cake’?

“Торт” (“cake” in russian) has a slang meaning (“good” or “good quality”, or “as good as it used to be”), but I’m not sure what it means here. It feels more like an inside joke or something.
