Apparently she is an actual OC! An OC of a little girl who is a fan of the show for the Make-A-Wish foundation.
 
I don’t take back my criticisms, but it is just a little girl’s design, so it’s not that bad considering.

If the shade of brown in her mane was darker and warmer, I wouldn’t bat an eye, even though it is still slightly out of the norm for the regularly brightly multicolored ponies. Her coat color with the pink is nice, although that’s lll she has currently running for her.  
A single bow would be fine, or a single bracelet, but both at the same time just reminds me of the Pony Creator OCs that have tons of arm bangles and sunglasses and headbands and it just makes me cringe.
 
“Acting dumb” as in trying to appeal to everyone in order to be friends with everyone. Claiming her adoration for Twilight and Rainbow Dash and then quickly turning around to Vapor and Male Green Rainbow Dash. (I can’t recall his name) Being friends with everybody is a bad trait you see in a lot of OCs, who are friends with EVERYONE, all the main and small characters. It might be an overreaction, but I cannot unsee it as that.  
Also, ignoring Spitfire’s command in order to approach Twilight and Rainbow Dash, acting basically unaware of what she’s doing until reprimanded.
 
I can’t understand why people like her, but I can respect that people do.

I’m not a fan of her color scheme either, though I wouldn’t go so far as to call it “horrible” and can understand how others like it. (I’d love to see an artist take a whack at tweaking the colors, in all honesty.) But having a bow and a plain legband is “multiple unnecessary accesories”? That implies that minor characters shouldn’t have accessories at all. And do people really deliberately portray their OCs as “acting dumb”? As for her fangirling, I found it annoying but amusingly so, and I thought it was a nice change of pace from the typical obliviousness most minor characters show towards the ponies that have saved Equestria and various subsets thereof multiple times.
 
So, even though you personally find her cringe-worthy, I hope you can at least somewhat understand why others would disagree with you and respect their difference of opinion rather than mocking it as a transgression against good taste.
 
Though somehow, I doubt you can. I do hope you prove me wrong.

There seems to be two dominant types of pegasi in this series.
 
On one end, you have those athletic and brash flier types like Rainbow Dash and the Wonderbolts.  
And on the other end, you have those who are graceful as breeze, nature loving such as Fluttershy, Flitter, and Vapor Trail.

The design of this pony is pretty good, except for the brown side of her mane.

I’mma find a perfect Hot Wheels model for her…..Also, you’re no Fluttershy, but you’d make a good alternative.

||I enjoy the designs. They’re definitely interesting and new. They’re shiny like beetles, and I love the color combinations. And Chrysalis will spawn more black changelings so I doubt this is the last time we’ll see those changelings. Plus there were those changelings that took the place of the mane six and the princesses, so Chryssy isn’t entirely alone. Overall, I’m satisifed and intrigued to see what happens to the new changelings and the old. ||

I have not seen the episode, so I am basing everything on this one image. I think her colors are a nice contrast. They don’t clash, which isn’t something I can say about Rainbow Power. I have not heard her voice or seen her personality.

I have no idea why people like her. Her colors are horrendous, multiple unnecessary accesories, and an OC personality (trying to be friends with everyone, acting dumb, etc.)

I just don’t get it! How are the artists pumping out so many background ponies that look this good (the colors looking great), yet anything to do with toys or ‘powerups’ look mediocre, at best? What they hell is going on?! Do they have different designers for those than the do for the actual ponies?
