Ember might have meant it more as a ‘What the heck are you doing?’
As in, suddenly there’s a tiny dragon being uncomfortably close, without anyone telling her why, and she’s caught off guard a bit.
She probably knew what a hug was, theoretically, but hadn’t actually experienced one before.
People have reactions to kisses that imply they are a strange new thing too, after all, even though they presumably’ve seen it on TV before; ‘So that’s what a kiss is like…’ and the like.

Dragons know what hugs are, they just think they’re fru-fru “pony” things like picking flowers and exchanging necklaces.
