Yes. In flash, the most common technique is puppet animation, where you mostly move around, stretch, skew, and swap out pre-existing parts called symbols. Other programs can do this, and flash is also capable of traditional animation, where you either redraw parts whenever they move or reuse animation of those parts moving, but the technique is mostly associated with flash, often negatively so due to the fact that it looks like shit most of the time.
