Yes, the emblem on that cloak is that of Kiith Gaalsien, one of the Kushan tribes from Deserts of Kharak. I do think this is of Khagaan, a Gaalsien commander.

Oooh, wow… This is actually some very good design. Minimalist, but still clearly functional, and colour contrast is fantastic as well. My only gripe is that you can’t see where they stow the breathing mask when it’s not being worn, but that could be easily explained as it being clipped to something under the cloak, or that they’re kept in an equipment lockup or even simply hung on a hatrack or something until they actually go out into the desert.
 
The little slot for their horns is just adorable as well.
