See, that’s where I have to disagree - well, except for it not going as high on the head. That is, inarguably the case.
 
I mean, unless the show staff says otherwise, you very well may be right!
 
But the way I’ve always seen it, (almost) every character’s hair has detail lines like that.
 
And it’s always looked like their tails are made of the same material and that the manes/fins act a little more hairlike than not in motion.
 

 
Anywhosers, that’s all I’m gonna say about that. Not gonna flood the comments any more about this, and not gonna force my interpretations on anyone; just want to show that I’m not a crazy person! (At least in that respect.)
 
… And I’m still just happy people are looking at my art enough to care, really. :3

Really, Changelings having fins or a mane are both headcanons - there’s nothing to suggest that their hair isn’t fins, but also nothing to suggest that it isn’t just a short cropped military style mane.
 
I’ve never interpreted them as fins, so, here we are! (This image is also a light jab at folks in the past demanding I follow their interpretations, not explicitly declaring I’m right. :3)
