It clears him of collusion during the campaign. Barely, since it seems that he only avoided it by having people around who didn’t do what he said when telling them to do things that would have absolutely been a crime. It doesn’t take away the fact that he has continually sided with Russia over his own intelligence community, and praised the heartless despot who runs the place as a great guy, and done countless other things that are inherently and entirely suspicious for someone who benefitted from interference they absolutely engaged in on his behalf.
As for obstruction, the report never cleared him of that, but left the matter up to a guy that got the job at least in part because he expressed the opinion going in that a sitting president couldn’t be charged with obstruction. So no, I don’t buy it.

You know what? I’d like to believe Barr. I really would. I’d like to believe he actually is doing what any decent Attorney General would do in this situation, as far as interpreting the law is concerned. But I can’t, because Donald Trump invariably taints everything and everyone in his proximity. Maybe if he wasn’t constantly trying to circumvent the law, or maybe if his party wasn’t constantly ignoring his increasingly flagrant disregard for the constitution and separation of powers and authoritarian behavior, or maybe if everyone he picked to run things didn’t end up resorting to the worst behavior and tactics to do Trump’s bidding, maybe I could believe Barr. But Trump picked him, and nothing he’s done since has convinced me he’s working for the people rather than individual one.

Funny that it’s Mueller’s report, but various conclusions from it, which members of Muller’s team said were actually damaging to Trump, somehow got overlooked in favor of someone else’s watered down take on the matter. And it somehow came with plenty of time to spin that version too.

Honestly, no and yes. Within the time frame of the 2016 campaign, which is only what the investigation covered, I can believe Barr when helies that Mueller said that Trump himself didn’t meet the irrefutable standard needed to be called “Collusion”. There’s not a doubt in my mind that either or both before and after the election there might’ve been irrefutable cooperation between Trump himself and Russian individuals, but according to Cohen Trump has a history of using middle-men for his dealings to leave himself not legally liable. So I can believe that Trump just barely managed to not commit a crime in himself in this specific timeframe.
The only question here is if there was ever a day where Trump wasn’t commiting or at least attempting to commit obstruction. Even without pointing out his pattern of motivation or behavior to this investigation, he’s outright admitted, on camera, several times and inundated his Twitter with evidence to obstruct.
Even at the end it’s rather telling that even with Barr running damage control his whitewashed interpretation of the report still could only manage to say that Mueller “did not exonerate” Trump of the charge. And Mueller still came out to say ‘Yeah, it’s actually worse than that sounds’.
Is this even a question? Barr was brought on because his pre-established disdain for Mueller investigation after Trump went through like 8 different AGs who couldn’t/wouldn’t can the entire thing. And this isn’t Barr’s first rodeo: the guy used to work for the Bush Sr. administration where, you guessed it, he’s (in)famous for being accused of covering for the President’s illegal Iran Contra dealings.
And now the question is what Barr considers “necessary”.
