True, but that’s clearly not what it’s based on. It very closely resembles an echidna, or some other spiky mammal like the hedgehog or porcupine. In fact, its Japanese name is based on the Japanese word for porcupine, which are even less like rodents than echidnas. Pikachu actually resembles a mouse way more than Cyndaquil does. Sandshew and Sandslash are also called “mouse” pokemon, but they are also clearly not based on mice, but shrews/moles, which are also not rodents.
Just because they call it a mouse in the games doesn’t mean it’s accurate. People do that all the time with animals. Koalas and orcas are called koala bears and killer whales, even though they are not bears or whales, respectively.
I don’t think it’s meant to be accurate anyway, since pokemon are just made up creatures that take on characteristics of many real world creatures, but why do we call the Torchic line chickens? Because that’s what they mostly resemble. Cyndaquil does not look like a mouse at all.
It looks more like an echidna.
