You might find what you want in the refirbed market on Amazon. The trick is finding a vendor that isn’t going to screw you over, and it’s not always guaranteed that you’ll be getting what you ordered - but if it’s through Amazon you often have at least some recourse for getting it fixed if you don’t get what you ordered.
For example:
$175 - HP EliteBook 8460p 14-inch LED Notebook - Intel Core i5 2520M processor, 4GB RAM, 320GB Hard drive, Windows 7 Professional 64-bit
$159 - Lenovo Thinkpad X130e 11.6-Inch Laptop - AMD Dual Core 1.3GHz Processor, 4GB RAM, 320GB HDD, Windows 7 Home - Certified Refurbished
$92 - Dell D630 + Windows 7 - Notebook Laptop Computer - 2.2 GHz CPU / 2 GB of Ram / 80 GB Hard Drive
I’ve bought a couple sub-$200 PCs this way, and was pretty happy with what I got.
Of course, the Windows comes pre-installed and there’s no install disks with it, but you can get the thing you’re looking for, and sometimes they even have a brief refurbisher’s warrantee.
