I feel that because not everyone reads the comics or follows them or cares to, it should only be tagged incest if the artist explicit implies or states it is.

Ithink it’s not clear if the Dazzlings mean being biological siblings, when refering to each other as “sister” - they may be just a sisterhood (organization), like a witch coven, on which they seem to be based on, being a version of the three witches in literature.
So I think we should wait until another work or MLP creator elaborates if the Dazzlings are indeed bilogical sisters, or a sisterhood.

Specifically, there are six images tagged both MarbleMac and incest, and of those six, five involve actually incestuous pairings, and one is a Simpsons-referencing cousin marriage joke, so I think incest applies on that one.
