Maybe it's because of the fact that male and female bodies are different, and people treat them differently because of it. Breast are still breast, no matter the size. Unless you're willing to devalue them for not being as big as you want them to be.

Okay I do think that dropping the discussion is valid since we already come to the acceptance it's Questionable right?

I understand why you'd consider it better suited for suggestive, however you've to think all the so many other users at the website that simply can't give themselves the luxury to go through any potential NSFW content.

So when certain things are on display like it is the case here it's better to be safe than sorry, it's not about sexism or any thing of the sorts, see it this way we don't write society rules we just try making the best out of it.

So let's move on now.

I was throwing sexist out there because of HOW you were describing the rule:

Very rare that actually happens…

There's been an update to the tagging guidelines mostly relating to sheaths. Quite a lot of them are now questionable (basically, anything beyond an outline is questionable, and once you've got multiple inner bits of detail, it's explicit). Additionally, anus detail-level is captured now by this, which should make it a bit clearer when things are moderately-detailed or outright detailed.

Could these be suggestive?

I think it was cleavage so I can see why it could be considered. Just something I've wondered.

Cleavage isn't necessarily suggestive, it's about how much of the boob overall is showing. In this case, it's a bit within acceptability.
Relatedly, this is socially acceptable in public nowadays (yes, that's the German PM and the Norwegian PM of the time, at a public event):

Then there's also the thing about formality level where cleavage is more acceptable for formal/evening events than less formal/day events—but skirts (if there) are expected to be long.
