I may not be a mod, but if you look at the tag descriptions and tag guidelines, low cut neckline with pose that specifically puts the titties on the forefront is a textbook example of a "suggestive" level of sexuality.

Correct, but I'd state it more clearly so as to not mislead people for the exact reasoning. It's suggestive due to the pose emphasizing her breasts and the breasts being mostly-bare.

From the guidelines, under suggestive:
"Mostly-bare breasts/buttcheeks/crotch on those that normally wear clothes"
"Sexually emphasized body areas, such as "presenting" poses, "feet worship", prominent crotch bulges, or obviously-hard nipples"

where the character is clearly fully nude but with no genitalia shown and yet have the 'explicit' tag, and I'm not entirely sure if said tag is warranted or if they should be bumped down to 'questionable'.

questionable. featureless nudity isn't explicit.

In theory, the search "explicit, -sex, -insertion, -anus, -vulva, -balls, -penis, -cum, -precum, -vaginal secretions, -genital slit" should have only results where sex is described in great detail by text.
In practice, people are bad at tagging and there are a lot of images. Also, the vulva/vagina thing is a mess.

questionable is one of the most misused tags so i was gonna go through it to retag some things.

questionable, -dildo, -fleshlight, -insertion, -enema, -hornjob, -pee, -inflation, -vore, -messy diaper, -wet diaper, -poopy diaper, -nipples, -cameltoe, -areola

this works, right? is there anything else i need to remove from the search?

A search won't exclude everything due to questionable covering some crotch/butt/nipple-touching and sexual text (describing sex) cases. You also should exclude anuses and sheaths (these run across all four ratings, tho the latter isn't spelled out in the guidelines yet), scat, the general fetish tag, specifically foot fetish stuff, buttplugs and vibrators, subway sandwich edits, morbid obesity, and strategic covering.

As a final note, the almost-visible genitals/anuses thing will cause absolute hell with panties and pubic hair, since there's like an inch of difference between what's suggestive and what's questionable (by far the weakest actual border in ratings). You'll also find that a lot of misratings are just holdovers from the days when bottomless was outright questionable (it's suggestive nowadays).
