Make "leg warmers" implied by "hoof warmers"

The former is a much more popular tag. I think it’s better to have the implication go one way because there still could be anthro with actual legs with leg warmers on them.

I’m not sure about this, since “hoof warmers” isn’t clearly defined. My guess is that hoof warmers are more localized to the hooves than standard leg warmers? Anyways, there’s just two images under the hoof warmers tag, and while the leg warmers in both images are a bit on the short side, they’re not clearly distinct from standard leg warmers. I don’t really see a reason for this tag to exist.
