AFAIK it's supposed to be for drunken shenanigans, goofs, and indignities. That is to say, whenever a character's drunkenness is made visible for beyond a flush and a few [emanata](/tags/emanata): motor function (like stumbling or faltering, odd expressions), consciousness (drooping or being blacked out), apparent altered cognition (behaviour outside of social norms, exaggerated reactions and such)...
