The name is a bit ambiguous, so people probably get it confused with [wing sleeves](/tags/wing+sleeves). And the name "wing covering" has no reason to be limited to just self-covering with wings, so the description includes all covering that's done with wings.
/edit to note that "covering" has the connotation of covering nudity, so most of the content of this tag is technically misuse in any case.
