Does this qualify as "suggestive"?

The artist’s intent is that the below image is suggestive, supporting are “bedroom eyes” and “off shoulder”. Though apparently the piece is perceived as safe. So, can I enforce my “suggestive” tag, or should I leave it to fantasy?  

Seems pretty safe to me but it isn’t be out of place in suggestive enough for me to move it if I wasn’t paying attention. It definitely fits more into safe though so I’d leave it at that.

*sigh* Apparently, these days you should act pretty straightforward to pass for suggestive xP Ok, two against one, and I don’t feel this “fight” important atm. Also a plausible excuse for having this as my avatar. Uh uh, mares and gentleponies: completely safe.)
