Can 'obligatory pony' and 'barely pony related' go on the same picture?

I came across a picture which is tagged ‘barely pony related’ and i think it should have the ‘obligatory pony’ cause the only pony there is Cozy Glow. Are the tags OK to put on the same pic or can there only be one, not the other?

There are currently 249 images on the site with both tags, so if it fits the definitions of both tags, then go for it. Out of curiosity though, what’s the image?

I’m actually on the fence about that being obligatory pony, since Cozy wasn’t added in just to allow the poster to share all of the other characters. However, collections of random cartoon characters like this sometimes get deleted under Rule 3 for being not pony related enough for the site, so this may fall under that umbrella as well.

I think that “obligatory pony” should only overlap in cases where it’s put on something that was already barely pony related without it.
