Can 'obligatory pony' and 'barely pony related' go on the same picture?

WE'VE GOT MOVIE SIGN!!!!
I came across a picture which is tagged 'barely pony related' and i think it should have the 'obligatory pony' cause the only pony there is Cozy Glow. Are the tags OK to put on the same pic or can there only be one, not the other?

I'm actually on the fence about that being obligatory pony, since Cozy wasn't added in just to allow the poster to share all of the other characters. However, collections of random cartoon characters like this sometimes get deleted under Rule 3 for being not pony related enough for the site, so this may fall under that umbrella as well.
