Looking at the results for short skirt, it’s mostly used for miniskirts. Even if that wasn’t the case, miniskirt’s description states it starts as low as just above the knees, aka a short skirt.

Rant: _{“Short skirt” is a bad tag altogether. “Short skirt” means nothing, it’s extremely context dependent. Mid-calf was considered short when the standard for older girls and women was ankle length at minimum. Above the knees would be considered short at an assortment of schools. At a workplace where just-above-knee skirts are common attire, how short would “short” be? 2/3th thigh? Mid thigh?}
