They probably regard Celestia as their best line of defense against dragons, at least - i find it hard to believe that in the thousand years between Nightmare Moon's banishment and the start of the series, no Dragon Lord, or not even some souped-up dragon with a crew, ever tried and failed to do the same thing that Garble wanted.
