Tempest is also smart enough to "cheat" by say, using petrification orbs (otherwise she wouldn't have beaten Cadance and the others), or dropping an anti-magic cage on Twilight out of nowhere, but that sort of thing would require prep time. She'd be best off taking Starlight down by getting the first hits off, in much the same way Rainbow Dash would.
