Is there a certain amount of time that a new user must wait in order to start their own art gallery or uploads? How do I upload? Perhaps I am being dumb and not seeing where that option is located.

There is no time limit on when a new user can start uploading things.
And you can upload things by clicking on the icon to the right of the derpiboooru logo (the one that looks like an arrow pointing up)
