I think it was confirmed that some kombatants are assist only kharacters, so not all of them are fully playable.

Boon mentioned that Scorpion and Sun are brothers (like, literal, blood related brothers now) so chances are it might be Kuai Liang

And yes it was konfirmed that sone characters will only be Kameo fighters and not playable. Although some are both playable and kameo

So far it’s 24 base roster (25 with the Shang Tsung dlc) and 16 kameo slots
