There is a continent east of Tamriel called Akavir. An army from Akavir invaded Tamriel, but surrendered and swore fealty when they realized the Emperor was Dragonborn. They later became the Blades.

Well there is more than one type of people in Akavir.
 
You got the Kamal(The Snow Demons)  
You got the Tang Mo(Monkey People)  
You got the Ka Po Tun(Tiger People that worship a dragons their leader is a dragon Tiger Person.)

Doesn’t Akavir also have a race of ogre-people who freeze in the winter but when thawed in summer go on a conquest?

Does TES have content dedicated to places outside of Tamriel, maybe a mobile game or card game or a tabletop or maybe a novel?

Only set in Tamriel. Literally says so on the page, Tabletop wargaming in the world of Tamriel

I’m iffy on Krieg’s Fustercluck, but at least it’s less serious than that western DLC.
 
But I also anticipate greatly every character’s 4th skill tree, and will probably hold off until i can get both.

Akavir would be neat setting but considering the stories not just from the Kamal who are even larger than Tamriel giants, but also Tosh raka who is said to be the biggest dragon in the whole of Nirn would make the end result feel underwhelming
 
The Tsaeci would make for great antagonists/unusual allies against the thalmor or aiding them though

Is Elder Scrolls Oblivion supposed to be coming to Gamepass in October?

I doubt that Beth would want to have to make that many new models or have to start anew with the lore and mythos.

Tsaeci are just argonians with no arms  
and the Ka Po Tun are only stripped Khajits
 
The Kamal would most likely ressemble Karstaag/normal skyrim giants and the Tang Mo are hairier humans

Warcraft lore is coming full circle and running headlong into Warhammer.

Yea I mean…for the races they’ve already got the assets, they just have to MOD the assets. Don’t need to start from scratch unless you’re doing it for an entirely new game with a different artstyle and polycount.
 
If Beth was just gonna make a Skyrim in west Akavir, then the bulk of the work would be the environment, fashion and weaponry, which is actually the hardest part and the one that needs the most care in, considering that’ll be the draw of the new setting.
 
So yeah, over 90% would be new content. old contents would be foodstuff and reskinned / modded races.

That’s assuming that their food is the same as Tamriel. And Skyrim is just one part of Tamriel.

All I have left for Oblivion’s Hermaeus Mora quest is an argonian soul, and I don’t feel like being a murder.
