When has it ever not be doomed?
Democracy works wonders when it’s a small scale. A city, a town, etc.. Those have democratic processes that rarely fails. At a larger scale, however, it changes because it heavily depends on where you live and the economy of your area. A person from a lower-class area will vote someone that supports their situation while a person from middle-class would vote someone else. Other factors also involved such as race, gender, religion and age, each acting like their own independent demographic.
There is no perfect system.
