The issue here is that fascism and nazism rose in a state of emergency for the ruling classes. In Italy, Germany and other states, they felt the need for a united party that could stand up to the realistic threat of communist insurrection and subdue the restive working class under the banner of national and interclass unity, social chauvinism and militarism, whipping up the masses into a furor about international conspiracies against national sovereignty. While “Trumpism”, as a form of right-wing populism, does include these elements in its repertoire, its classification as a “fascist” movement begets confusion because other central elements of fascism as we define it - for example, an armed party militia loyal to the “prince” - are lacking, as well as the threat of communism, which for decades has been safely containted by elecoralist opportunism, powerlessness, relative socioeconomic stability inside the US compared to other countries and the lack of even an only nominally “socialist” bloc of states on the international scene.
The pseudo-socialist antics that characterized nazi-fascism and allowed them to attain sufficient popularity in their heyday (Mussolini having once been an anti-war socialist and arguably inventing anti-fascism himself in his stance on Austria-Hungary during WWI before he invented fascism, wink wink) are likewise absent in Trump. Some unions may have shown support for him, but he makes no promises of rewarding labour and the working class directly besides those crude photo ops he does in employee uniforms. It must be pointed out that, at this monent, the American ruling class really does not need capital-F fascism and that both sides of the duopoly have eagerly carried out their class interests without stirring the boat.
In short, if there’s a historical Italian politician to compare Trump to, it wouldn’t be Mussolini but Silvio Berlusconi. What seals rhe fact that this is a systemic issue with modern democracy under capitalism, likewise, is that a growing number of countries across the world now have their own Trumps and their own Bidens.
