I saw a Gaijin Goombah’s video on it. At least in Japan, people celebrate by partying in a park (at least pre-covid, no idea about how it is after). Most are responsible, though there are a few asshats who gives them a bad name (something that Gegege no Kitaro lacked on to, since it was made by people who hate the holiday).
