I just went back to the desert and made a great ham sandwich that made encountering fighting types more likely and found it in the same place I encountered it before and the recommended level to fight bombardier is 19 from what I searched up so have your Pikachu that level or a little higher.

I love how this dex entry just reference Mega Evolution, which does hint that Scarlet and Violent does takes place in the Mega Timeline despite Megas are never ever coming back.

According to some timeline discrepancies, hinting dialogue and yet unexplained story elements, some have posited that paradox pokemon literally don’t exist outside this time we’re seeing them. No alternate timeline crap, no current timeline crap, none of them evolved or devolved naturally.
The theory is a majorly powerful pokemon, the one behind terrastalizing and tera gems, as well as all tech that runs on it, is the willful creation of an “Azathoth-esque” legendary that will be the subject of the upcoming DLC. A thing that creates and brings to life the pokemon and machines dreamed up by regular people.
