Rose isn’t a villain, he’s the Town idiot that can’t even put a pair of pants on without his assistants help, that somehow managed to get the keys to a big company, hell I wouldn’t be surprised if he’s really Oleana’s Puppet or something.

I put it in the same vein as no one realizing that Lysandre, the man sharing the same colors as Team Flare and talking about wanting to restart the world, is the villain. Or how Giovanni never lost his job for neglecting his post so often and somehow no one other than the player saw him when he was leading Team Rocket and realized they were the same.

To be fair to Rose. He might of needed more story that leads up to him becoming eeeeeeevil. Because he kinda fell flat as a villain. I mean Ball Guy is more of a Villain than he is. Ball Guy!!!

The only thing Rose has going for him is a decent battle theme and a team susceptible to fighting, fire, and ground types

Looking at his wiki page, it seems like Peony didn’t like always being seen as “Rose’s little brother”. So Rose might keep his mouth shut out of consideration.
