Why does Leon have the two dragons that Raihan is missing?! Raihan needs them more if they wanted to make him a dragon gym leader!

Yes, and? Why not make Leon a dragon specialist than and Raihan a ground specialist instead? You get the challenge that resist the starters, and no gym leader with an identity crisis.
