I found it far easier to just unlock them through story mode.

That’s literally how I just unlocked Sonic, my main. I actually already got him through Challenger’s Approach, but everyone else is being unlocked in “World of Light”. Plus, I just want to fill the entire “Adventure” board without using a Golden Hammer.

For the record, I’m playing that mode in “Very Easy” mode.

How broken is Steve’s recovery?

Not necessarily, if you remember his blocks break quicker/easier the farther they are from the middle of a stage. And if you don’t have materials, you can’t place blocks.  
So not really a “good example” of proving he’s “broken.” (But on the other hand, a creative way to set up a unique battle with him.)

He has TNT and a glide if you forgot. So it’s not like his blocks are the only way he can get back on stage if you forgot and he has his Mine Cart.

Yeah, only took me two tries. I even cleared out every spirit, obstacle, treasure chest, etc. in the Light Realm.
