According to all available information, this only concerns the computer’s “idle” power consumption. When the computer is in sleep mode or otherwise not being used.
Because of a law that went into effect in 2016 with a scaled roll-in of compliance expectations.
So Dell has known about this for 5 years and with this limited range of low-expandability systems they decided to just not ship them to states with Energy Star requirements. All of their high-expandability systems are fine and you can still order those.
There’s a fairly informative writeup of this on Reddit with a lot of details and links to the relevant laws.

Yeah. I just got clarification on the topic not too long ago.
It’s pretty shady what Dell is doing to the consumers with their products. It sounds almost like the Dieselgate shenanigans with VW years back. But regarding PCs instead of cars.
The way the initial articles were written made it seem like it was going to affect the other OeMs as well.
I know the existing machines are exempt of course. This just applies to newer makes in certain categories over a certain function.

Yeah, it seems an entirely self-inflicted wound. And a lot of those states don’t even have those laws in place - they’re just adding states that ‘tend to do what California has done’, even though those states don’t even have these Energy Star restrictions in place.
The whole thing seems so contrived. The only thing that makes sense to me in all of this is that Dell is worried about the requirements for monitors that are coming in the winter. Dell has a lot of really inexpensive monitors that they sell to accounting departments, and maybe one of those is slightly over the energy expectations … but, again, that’s just speculation. It’s hard to figure out what they are trying to accomplish.
