Unless it is certain models of HP Omen or Dell Alienware tower, then making that kind of upgrade will be damn near impossible without rebuilding your PC with non-proprietary parts and in a newer and possibly larger case.
I did the whole office desktop PC gaming thing (Dell Vostro 470...similar to the Optiplex) before I got my hands on a Ryzen 3600.
