Both. It depends on how blatant and forced it is, really. One of many reasons I quit watching My Hero Academia, for example, is the overuse of fanservice for no reason, like the scene where they convince the girls in the class to dress as cheerleaders and it’s never tied into the plot.

We were referring to anime, so attractive girls in skimpy outfits. But it can apply to the latter, too.

Beach and Onsen Episodes are often quiet nice.  
They are also way to often badly placed into the series.  
Dude the enemy is on the frontdoor, do you think we got time for the beach? Sure…

That’s another thing: Mineta sucks. I mean, I tend to prefer the side characters over the main characters, but Mineta is an exception. I don’t get it. In the entire writing team behind MHA, did nobody stop for a minute and say, “Hey, uh, does anybody else notice that this guy is the worst? Or is it just me?”

I don’t think most women like that behavior period. To me, a Chad is someone who has good social skills and is fun to hang out with, the opposite of incels, who I’m sure created the term to begin with.

There are ways of doing perverted characters well. Fez from That ’70s Show is a good example. He’s a perv, yes, but his perversion mostly manifests in awkward remarks that even he feels bad about. It also helps that Fez isn’t trying to grope every woman in every scene and doesn’t look like he’s wearing a diaper. Meanwhile, Mineta isn’t funny, he’s just unpleasant to watch.
