The Ultimate verse, yeah. Pretty much everything there is a result of one attempt or another to recreate Captain America.
 
Shoot, both the Ultimate Green Hulk and Ultimate Grey Hulk are from attempts to recreate the super soldier serum from two different variants.

Side note: the first time Banner Hulked out in Ultimate is why Peter became an orphan he only stopped when he saw the little baby Parker making him realized what he did.

I’m not sure if it’s so in the films, though the MCU does take a good bit from the Ultimate Universe. I don’t remember every detail of every film, but I don’t remember that ever coming up. “The Incredible Hulk” skimmed over everything “Hulk” already covered, like the details of the origin, even though it isn’t in direct continuity with “Hulk” so we can’t assume all details are exactly the same.

MCU is kinda a hodgepodge of 616 Marvel, Ultimate Marvel, its own stuff, and vary rarely maybe another continuity.

I think it’s a wig in the show too. I understand it looks a li’l odd to many, but it does kinda help with her disguise.
 
My only problem with it is, Barbara Gordon “Batgirl” has long red hair too, and both are completely different characters, so it’s a bit odd to have two redheaded Bat-females.
