Even back then it was obvious that some of the Senshi were more interested in each other, than their supposed love interests.  
The behavior of Moon and Mars together, and the behavior of Jupiter and Mercury together, weren’t fitting for just friendship.  
I’m pretty sure the author intended to just make them lesbians from the start, but got somehow forced into not doing it.

First. We’re close to the technology to make a kid for two girls right now! One of the few things we managed in stemcell research, befor various religious … “detractors”, got it banned or restricted.  
Since some cauntries are squemish, about this part of eductation, I’ll put it into spoilers.  
Basically, skin to sperm cell conversion, is easier than most other cell conversions. Meaning one can use the skin from one person, to fertilise the eggcell of a woman.
 
Second. Her hair’s pink. Tuxes hair color is nowhere close to make that mix! Ray on the other hand, has her hair sometimes shimmer in similar tones.
 
Third. There were some straith girls.

Ah! … You know, with most shows I would agree. Sailor Moon on the other hand, has way too many scenes that can’t be explained otherwise.

Seeing as it’s an anime, I’m guessing that other than the confirmed gay couple, it’s Japan loving their lesbians/lesbian teasing.

We actually don’t know what the author intended to do, but even some oneoff characters fell into dynamics, that read as two girl romance subplot.  
For all we know the author intended to write shoujo ai and got told off by the publisher, then started make it plausibly deniable petty revenge.  
Wait. … I think there was a plot somewhere in the first season, about a girl drawing and having a fight with a “friend”, … that might have been a selfinsert. Making Sailor Moon, might have been her way of figuring out if she was in the closet and getting out of it.
