Well, I don't know all of the technical details. But essentially:
One idiot had his account banned.
Said idiot went to a Brony con[Might have even been Bronycon itself, can't remember] and tried logging into his account.
Some automatic stuff flagged the IP he was trying to log in from so he couldn't try logging in from it.
Since he was using the Con-internet. At that point everyone at the con who tried logging into Derpi was given the "banned" message.
It only lasted a few minutes-hour at most. But it was amusing to watch~
[Though I'm pretty sure the Devs were reacting in much the way Jarkes' pic above shows~]
The issue has since been fixed to keep conventions from being banned again~
