Nah, MS Paint only distorts the image when you resize it. It’s better to use something else, such as GIMP.

I just tried on W10’s MSPaint, and it seems to work… Near the Selection rectangular icon, you have a smaller one with two overlapping rectangles, which is precisely the resizing dialog icon ; you can resize the picture by percentage, and even keeping the proportions, and looks like they’re using a decent resizing filter this time.

You can do it with GIMP by opening the picture, selecting Image or Picture on the top menu (dunno really, my UI is not in english), Image Scale and Size, and then you can resize it here ; then you need to export it from File>Export, which is not the same as File>Save
