How Do You Make Screencap Memes?

Alternatively, you can use an image editor like GIMP. Copy and paste the screencap, add a new layer to be safe, then fiddle with the size, text, font, color, etc until you get what you want, finally export. Also allows you have multiple resulting images to choose from.
If you want to go the extra mile, Inkscape is useful. It’s more known for fanarts, but you can keep your vectoring to just the text you want to add, and being vectors, you can resize, recolor or even rotate the meme text at will without blurring or loss of quality. Unlike with GIMP, where you need to remake the whole text… especially if you want to add an outline to the letters. With Inkscape, that’s easy peasy!
That’s why I clean up and edit (if need be) all my uploads with GIMP, but any and all text is done with Inkscape afterward. Here’s an (old but more relevant to your question) example to show what I’m taking about. And another to show the outlines I mentioned.
Outlines (or shadows) tend to make text more readable. Black outlines for white text over light colors being the most obvious example.
