He is basically the “evil twin from another dimension” (not the same one as Lisa), though rather than being insane and bloodthirsty, he’s more of a cynic who prefers to be left alone due to his less-than-fortunate childhood. Unlike Luca (who uses fire) and Lisa (who uses ice), Leon wields the power of lightning.
